Professor Marek Kwiek, following the publication of his book Uniwersytet w dobie przemian (The University in the Times of Transformations, Warsaw: PWN, 544 pp.), had debates about it with several hundreds of academics across Poland, including FNP (Foundation for Polish Science), Polish Academy of Sciences, RGNSW (Main Council for Science and Higher Education) and others.

Trzy zespoły wyłonione w konkursie Ustawa 2.0 rozpoczęły pracę.
Zespoły kierowane przez prof. Marka Kwieka (UAM w Poznaniu), dr Arkadiusza Radwana (Instytut Allerhanda) oraz prof. Huberta Izdebskiego (Uniwersytet SWPS) zostały wybrane w ramach konkursu Ustawa 2.0. Przygotują one założenia do zupełnie nowej ustawy – Prawo o szkolnictwie wyższym. Na zrealizowanie tego zadania otrzymają granty po 300 tys. zł, a ich prace potrwają do stycznia 2017 r.
